The agents decide to split up to get the facts about this miracle. The "new one", a Penumbra named Idolon, positions himself in a neighbouring apartment complex in a flat whose residents are among the onlookers in front of the destroyed refinery building and observes the crowd and the Augmetics Manufactorum Phi-99 opposite with his Auspex. There he discovers Pict-Recorder servitors that may have filmed the explosion.
While Severin sneaks unnoticed past the singing amateur priests and the Macharian Vigilites into the cordoned-off area, Vinz, Alicia and Caesar go into the Augmetics Manufactorum and ask to be allowed to watch recordings of the Pict Recorder Servitors.
Many workers standing in front of the cordon demand to see the Administratum roster, which lists the workers' hours of service, in order to find out who died in the devastating explosion. However, the roster has disappeared. The missing Administratum roster is causing great unrest among the workers around the destroyed acid refinery, and its disappearance raises questions.
Severin is discovered by the Adeptus Ministorum investigator Galliach Krane and enters into dialogue with him. He is almost certain that this is the site of a miracle, but admits that he is considering "the possibility of dastardly interference", glancing conspicuously at the Augmetics Manufactorum Phi-99. He sees the Divine Radiance as evidence that something important has happened here, claiming that it "vibrates his soul with the wrathful will of the God-Emperor".
Galliach plans to investigate the rumours of a cloaked figure, claiming that this person has almost certainly not travelled to the "vile filth of the Maglev Nexus", but must instead have moved on to the Cathedral, where he intends to pray to find more answers.
Examination of the pict and video footage shows an explosion at the refinery, presumably a plasma bomb. A figure protects himself with what Hailon Epsilon-Vorn of Augmetics Manufactorum Phi-99 claims is a refractor shield. He warns of the dangerous radiation of the "Divine Radiance" that is produced by such explosions. You can also see this cloaked figure throwing away an object that was on his arm. Severin finds this object during his investigation. It is an augmented arm that was cleanly severed by the refractor field during the explosion.

The grainy Pict footage flickers as the solid mass of the acid refinery is replaced by a wall of blinding white light. Slowly, as the dust and debris settles, a sparkling, spherical energy field shields a hunched, cloaked figure in robes. The field slowly disappears, and the person staggers away from the scene, clutching something around their wrist. Moments later, the figure rips the object from their wrist and throws it onto a pile of rubbish in the rubble of the facility before stumbling into the shocked crowd and disappearing towards the Maglev nexus.
After Hailon Epsilon-Vorn is asked for help one more time, the agents learn from Epsilon-Vorn that the engraved serial number reveals that this is the arm of a Macharian vigilante named Novem Zhao.
The agents decide to travel to the Cathedrum of Rationed Beneficence with 2 sedan chair servitors to search for the cloaked person from the Pict recordings.
They are ambushed by gangsters from the Scarred Hands. But with a bit of luck, skill and Vinz's psy powers, they manage to put the Infractionists to flight. One of the gangers falls from the roof of the building.
The journey to the Cathedrum of Rationed Beneficence can continue. But only with one sedan chair servitor.
